Brief Description

A regional governing body under the Ministry of Transport of the Republic of Uzbekistan responsible for developing, implementing, and ensuring regulatory and legal frameworks for a unified state policy in the field of transport and road infrastructure development.

Legal Status and Subordination

The Head Department is subordinate to the Ministry of Transport.
Approval and amendments to its Charter fall within the authority of the Minister of Transport.
The Department operates in accordance with the Constitution and laws of the Republic of Uzbekistan, decisions of the chambers of the Oliy Majlis, decrees, resolutions, and orders of the President, decisions and directives of the Cabinet of Ministers, orders of the Ministry of Transport, and its own Charter.
It works in cooperation with state and economic management bodies, local authorities, and other organizations.

Mission and Key Objectives

To effectively implement the duties and functions assigned to the Ministry of Transport within the city of Tashkent.
To ensure compliance with transport and road legislation.
To develop and implement city programs and projects in infrastructure, public transport, and parking systems.
To coordinate the activities of municipal and operational organizations.
To oversee the activities of “Toshyo‘lovchitransxizmat” LLC and the “Project Office for Comprehensive Development of the Tashkent City Transport System.”


Functions (by direction)

1) Regulatory and Legal Framework
Develops new draft legal documents concerning transport services and safety, and prepares proposals for amendments and additions.
Monitors compliance with legislation by management bodies and enterprises.

2) Programs, Concepts, and Safety
Participates in the preparation and implementation of comprehensive transport programs and concepts.
Develops measures to ensure transport safety.

3) Management of Passenger Transport Routes
Organizes open tenders for the distribution of urban, suburban, and intercity routes within the region.
Manages the activities of transport operators, bus stations, and terminals; establishes dispatch control.
Conducts an inventory of bus stops and prepares proposals for their construction and reconstruction.

4) Licensing and Permits
Licenses passenger transport operations and reviews and issues licenses and permits.
Issues permits for rolling stock to access public railway infrastructure on time.

5) Brutto Contract Model (Regular Urban Bus Transport)
Defines routes and develops route passports and operational requirements.
Determines initial tariffs jointly with economic and financial authorities; calculates budget allocations.
Selects carriers through tenders and concludes brutto contracts on behalf of the city administration.
Monitors performance indicators and assesses the quality and volume of services.
Develops and approves reporting forms.
Prepares conclusions for unprofitable routes and proposes compensation mechanisms.

6) Infrastructure Development and Beautification
Prepares proposals for the placement, construction, and improvement of bus stops, dispatch points, and other transport infrastructure objects.

7) Financing and Control
Monitors the targeted use of funds from the Transport and Logistics Development Fund (for bus stations, terminals, and stops).
Supervises the expenditure of funds allocated for the material incentives of Ministry and departmental organization staff.

8) Multimodal Development — Road, Rail, Aviation, and Logistics
Develops proposals to improve international transport corridors and the logistics system.
Studies issues in railway and aviation transport and prepares solutions based on findings.
Proposes investment and construction projects for aviation infrastructure (airports, aerodromes, ATC facilities) and the organization of passenger and cargo air transport.

Requests and receives necessary information free of charge from state and economic management bodies.
Submits proposals for consideration to the relevant authorities.
